Why it counts
One trained worker is not the whole of it
Training one person puts one person into the workforce. Helping a skilled worker build a construction business puts that person in a position to employ and train the next ones.
That is why the pathway on this site does not stop at employable. The tracks on leadership and on running a construction business exist so the effect compounds rather than ending with each graduate.
